Ms. Juliet Harvey-Bolia is the Belknap County District 3 incumbent serving Tilton and Sanbornton, and has been voting with the reasonable Belknap County majority over the last two-year term. She is married with two children, and resides in Tilton.
During the 2022 Gunstock crisis, Rep. Harvey-Bolia did not boycott the pivotal meetings as Reps. Comtois, Terry, Varney, Johnson, Aldrich, Silber and Sylvia. And in 2024, Rep. Harvey-Bolia testified against HB 1414, her colleague Rep. Comtois’ bill to extract more revenue from Gunstock and implement regular “forensic” audits, such as used for criminal investigations. In a Belknap County Delegation vote on Dec. 14, 2023, she had voted with the majority to go on the record against HB 1414.
Rep. Harvey-Bolia also supported restoring proper funding for the Belknap County Nursing Home in August 2023, in an effort to keep pace with rising costs of labor, and supported increases to return the county budgets in 2023 and 2024 to sensible levels.
On housing, she replied to the 2022 Citizens Count survey question of Should the state do more to encourage municipalities to remove zoning barriers to housing development?, with, "I agreed with the changes NH made to zoning laws regarding allowing more accessory dwelling units."
In the 2023-24 session, Rep. Harvey-Bolia sponsored or co-sponsored 18 bills, six of which enacted and signed by the Governor.
Rep. Harvey-Bolia did not complete the Citizens for Belknap’s questionnaire, but did answer an inquiry by our co-chair Prudy Morin Veysey:
“Laconia is not in my district and I haven't had time to look deeply into the State School sale, etc.
As far as workforce housing, I suggest you look at my voting record as well as the record of each candidate. There were several housing bills this session. I was a proponent of loosening housing regulations. Please use voting records as much as you can because the records speak for themselves. I see some of the commentary on your website and some of the people getting Xs by their names, making me question the C4B metrics . . . . Most seasoned politicians will try to avoid these open ended questions. Four years of my county budget voting records are available to review by any member of the public. Please take a look.”
One issue which gives us pause this time is Rep. Harvey-Bolia’s co-sponsoring of House Bill 1674, establishing the New Hampshire Legal Tender Act and establishing a depository to facilitate the storage, transfer, and exchange of bullion. Apparently, this bill was intended to establish a “gold-standard” system of guaranteeing the value of crypto-currency. While not a county issue, it is a fringe libertarian issue supported by some of the more notorious Free State and libertarian legislators, and not something on which our legislators – Belknap County or otherwise - should be wasting their time.
This was information she submitted to Citizens for Belknap in 2022:
I was elected to serve Tilton and Sanbornton at the House of Representatives in 2020. My assignment is with the Resources, Recreation and Development Committee where legislation is introduced concerning NH lakes and natural resources. In 2022 Speaker Packard appointed me to the newly-formed Low Grade Timber and Wood emerging market Commission. I hope to play a part in improving NH’s timber industry while serving this Commission.
Because outdoor recreation is important to our families and residents, I’ve been working with the Gunstock Area Commission to roll out better discounts for Belknap County residents to enjoy while visiting Gunstock Mountain. I’m pleased to report that Gunstock leaders are making a lot of positive strides and working well together as a team. I look forward to a good season.
